Pyongyang, December 4 (KCNA) -- A spokesperson for the National Aerospace Technology Administration (NATA) of the Democratic People's Republic of Korea issued the following statement under the title "Illegal double standards can never be allowed in space, common asset of mankind" on Monday:
It is a space-level tragicomedy that the U.S., going frantic with illegal denunciation and sanctions moves over the exercise of the DPRK's sovereignty, has shown behavior based on double standards by launching a spy satellite of the "Republic of Korea" (ROK) in a shameless manner.
The U.S., zealously patronizing the possession of aggressive military muscle of its anti-DPRK stooges, impudently argues that the ROK's satellite launch is different in its character in the aspect of "observing international law" while asserting that the DPRK's satellite launch is a "threat" to the regional peace and stability.
Ten years ago, the U.S. claimed that south Korea's satellite launch is different from that of north Korea as the former has no military intention. And now we wonder how absurdly the U.S. would justify the launch of the ROK's spy satellite which has clear military purpose.
Today's tragic situation, where the legality of satellite launch is judged by whether it is conducted by the DPRK, an independent sovereign state, or by the ROK, a subordinate and pro-U.S. state, makes it possible to clearly understand who is the arch criminal wrecking peace and stability on the Korean peninsula and violating universal international norms.
It is as clear as noonday for what the spy satellite of the ROK, a military colony of the U.S., will be used, in consideration of the military moves of the U.S. hostile to the DPRK and the region.
If the gangster-like logic of the U.S., that its stooge can do anything and a country hostile to it can not exercise even the basic right as a sovereign state, is connived and tolerated, global peace and stability will be exposed to an irrevocable grave danger.
It is absolutely intolerable that such brigandish American-style standards are imposed even on space, an asset common to mankind.
To hold the stronger "fist" tightened with a brighter "eye" to cope with the U.S. high-handed practices and hegemonic ambition is the most important prerequisite for defending the legitimate rights of the DPRK and ensuring the regional security.
The DPRK's activities for space development will be conducted more dynamically in accordance with the general will of all the Korean people and equal universal authority of sovereign states granted by the UN Charter and other international laws, not with any legality standards or norms set by someone.
The National Aerospace Technology Administration of the DPRK will perfectly carry out, under the state's strategic space development plan, its important duty to create the aerospace reconnaissance capability for closely monitoring and grasping the military moves of the U.S. and other hostile forces which are getting ever-more undisguised with each passing day. -0-

《인류공동의 재부인 우주령역에서 불법적인 이중기준은 절대로 허용될수 없다》
우리 국가의 주권적권리행사를 걸고 불법무법의 규탄소동과 제재책동에 광분하고있는 미국이 철면피하게도 대한민국의 정탐위성을 발사해주는 이중기준적행태를 보인것은 우주적인 희비극이 아닐수 없다.
조선민주주의인민공화국을 반대하는 하수인들의 침략적인 군사력보유를 극구 비호두둔하고있는 미국은 우리의 위성발사가 지역의 평화와 안정에 《위협》이 된다고 강변하면서도 대한민국족속들의 위성발사는 《국제법준수》측면에서 성격이 다르다고 뻔뻔스럽게 놀아대고있다.
지금으로부터 10년전 남조선의 위성발사는 군사적의도가 없기때문에 북조선의 위성발사와 다르다고 력설하던 미국이 군사적용도가 명백한 대한민국것들의 정탐위성발사에 대하여 어떤 황당무계한 궤변으로 변호해나설지 참으로 궁금하다.
같은 위성발사를 두고도 하나는 자주적인 주권국가인 조선민주주의인민공화국의것이고 다른 하나는 예속적이고 친미적인 대한민국의것이라는 리유로 적법성여부가 판별되는 오늘의 비극적인 상황은 조선반도의 평화와 안정을 파괴하고 보편적인 국제적규범들을 유린하는 장본인이 누구인가를 똑똑히 알수 있게 해준다.
조선민주주의인민공화국과 지역에 대한 미국의 적대적인 군사적동태를 감안할 때 미국의 군사적식민지인 대한민국의 정탐위성이 무엇에 활용되리라는것은 불보듯 자명하다.
저들의 하수인은 무엇이나 할수 있고 저들이 적대시하는 나라는 주권국가로서의 기본적인 권리마저 행사할수 없다는 미국식강도적론리가 묵인되고 허용된다면 세계의 평화와 안정은 돌이킬수 없는 엄중한 위험에 로출되게 될것이다.
인류공동의 재부인 우주령역에서조차 강도적인 미국식기준이 강요되는것은 절대로 허용될수 없다.
미국의 강권과 패권적야망에 대처하여 보다 밝은 《눈》을 가지고 더욱 굳세여진 《주먹》을 틀어쥐는것은 조선민주주의인민공화국의 합법적권리수호와 지역의 안전보장을 위한 최중대선결조건이다.
조선민주주의인민공화국의 우주개발활동은 그 누가 그어준 적법성기준이나 규범이 아니라 전체 조선인민의 총의에 따라 그리고 유엔헌장과 기타 국제법에 의하여 부여된 주권국가들의 평등한 보편적권한에 준하여 더욱 줄기차게 전개될것이다.
조선민주주의인민공화국 국가항공우주기술총국은 국가의 전략적우주개발계획에 따라 날로 로골화되고있는 미국과 적대세력들의 군사적준동을 철저히 감시하고 장악할수 있는 항공우주정찰능력을 조성하기 위한 중대한 임무를 드팀없이 결행해나갈것이다.
